“Right now, a patient can stipulate the extent of lifesaving treatment they would like in the hospital, but if a patient transfers to another facility, the Do Not Resuscitate order won’t follow him there.”

That does not make sense! If it is written in a Living Will or Advance Care Directive, the request/document should be allowed and followed no matter what medical facility the individual is in.
